Himpravah 3.0, a two-day international open-air film festival, began at Graphic Era Hill University in Dehradun on November 3. The university’s event portal lists the programme at its main ground through November 4 and identifies the Department of Media and Mass Communication as its organiser.

Northern Gazette’s opening-day report said the programme brought together films from India, Turkey and Oman. The festival combines screenings with performances drawing on Uttarakhand’s folk culture, alongside music, dance and poetry. University alumnus Mukul Sharma was among the performers.

Uttarakhand Information Department joint director K.S. Chauhan attended the inauguration and encouraged young filmmakers to develop stories rooted in the state’s landscapes and culture. The report identifies the Uttarakhand Film Development Council as a festival collaborator.

The jury includes actor Kailash Kandwal, filmmaker and Himflix founder Rahul Rawat, and director Santosh Singh. The university portal currently marks the event as ongoing. Its competition registration has closed, and no published results were displayed when checked on November 4.
