The third Delhi Defence Dialogue opened at the Manohar Parrikar Institute for Defence Studies and Analyses on November 3, bringing together policymakers, military officials, industry and researchers for a two-day discussion on defence development.
In his address, Defence Minister Rajnath Singh called for stronger domestic design, manufacturing and long-term maintenance capabilities. The Ministry of Defence’s account says he also argued for international partnerships built around co-development, co-production and shared innovation.
Singh said research should remain connected to operational needs while retaining room to investigate unconventional ideas. He stressed that successful prototypes need a path into production, rather than remaining confined to laboratories.
The forum’s theme combines defence reforms, self-reliance, collaboration and exports. The remarks outline policy priorities for cooperation between institutions and businesses; the announcement does not itself establish a new procurement contract or technology-transfer agreement.
