The Council of Scientific and Industrial Research and the DAKSHIN Global South Centre of Excellence at RIS signed a Letter of Association on November 3 to strengthen research and technology cooperation among developing countries.

The Ministry of Science and Technology announced the agreement on November 4. It links CSIR’s scientific expertise and technologies with DAKSHIN’s work on knowledge exchange and locally relevant development solutions.

Planned activities include joint policy studies, cooperation with institutions to expand development programmes, skills training, and documenting practical experience that other countries can adapt. Agriculture, infrastructure, the blue economy and the digital economy were among the areas identified for possible collaboration.

CSIR’s Rama Swami Bansal and RIS Director General Sachin Kumar Sharma highlighted the scope for partnerships addressing shared development needs. The announcement describes a framework for future cooperation, rather than completed technology deployments. It does not specify a funding amount, participating countries or a delivery timetable. Individual projects and their implementation arrangements remain to be announced.
